Terror is only justice: prompt, severe and inflexible; it is then an emanation of virtue; it is less a distinct principle than a natural consequence of the general principle of democracy, applied to the most pressing wants of the country.

–Maximilien Robespierre

Committee for Public Safety

During the French Revolution, The committee for Public Safety was established on June 10th, 1793.  It’s leader was the infamous Maximilien Robespierre (quite possibly the first terrorist).

The committee became the dictatorial body of France and it was ruthless in destroying all opponents to its power (which resulted in many beheadings of, most notably, the moderate Gerondists).  This period in the French Revolution is known as the Reign of Terror.
